We're in the process of allowing Name Change Requests on RuneTracker.
You can see if your name can be changed by checking this page:

If you get a soft fail warning, no worries, we simply need to review it before allowing it.
Requesting a manual name change:
Please include -all- your names needing to be merged in chronological order.
If you have appx dates, it'll make it easier for us as well
